NRSWA Street Works Risk Assessment
What Does This NRSWA Street Works Risk Assessment Cover?
- Traffic management on live carriageways with operatives exposed to passing vehicles and unsafe driver behaviour
- Pedestrian management and protection of vulnerable users including wheelchair users, visually impaired persons and those with pushchairs
- Excavation collapse and falls from unsupported trench walls or into unguarded open excavations
- Contact with underground and overhead utility services including gas mains, electricity cables, water mains and telecommunications
- Signing, lighting and guarding (SLG) failures compromising the traffic management arrangement
- Plant and mobile equipment operating in proximity to operatives on foot
- Manual handling of heavy materials including paving flags, kerb stones, ironwork frames and trench boxes
- Slips, trips and falls from spoil, wet surfaces, trailing cables and uneven reinstatement
- Noise, dust and hand-arm vibration exposure from breaking, cutting and compaction activities
- Adverse weather and environmental conditions including reduced visibility, flooding of excavations and high winds
- Public safety and site security including unauthorised access to open excavations and unattended plant
- Hazardous substances including hot bituminous asphalt, fuels, hydraulic fluids and coal tar
Each hazard includes an inherent risk rating and a listing of applicable control measures covering areas such as;
- NRSWA-accredited Street Works Operative (SWO) supervision and traffic management to recognised industry standards
- Continuous segregated pedestrian routes with solid barriers, level surfaces and tactile transitions
- Permit-to-dig systems, utility plans, Cable Avoidance Tool (CAT) and Signal Generator (Genny) use, and hand-digging within service tolerance zones
- Edge protection, supported excavations and safe means of access and egress
- Banksman-controlled plant movements and operator competence requirements
- Mechanical handling aids, team lifting protocols and proprietary frame-lifting equipment
- Dust suppression, low-vibration tool selection, health surveillance and appropriate Respiratory Protective Equipment (RPE)
- Weather monitoring authority, secured signs and lamps, and excavation re-inspection after rainfall
- Robust site security at night, with hoarding, signage and emergency contact details
- Control of Substances Hazardous to Health (COSHH) assessments and appropriate Personal Protective Equipment (PPE) for hot bituminous materials and fuels
A residual risk rating is then assigned to each hazard, demonstrating how effective risk management can be used to reduce the overall risk to a tolerable level.
