Paving and Surfacing Works Risk Assessment

This fully completed paving and surfacing works risk assessment example has been prepared by a qualified health and safety professional. It covers all paving and hard landscaping activities including installation of block paving, flags, kerbs and edging, and can be used as a starting point when developing your own risk assessment documentation.

What Does This Paving and Surfacing Works Risk Assessment Cover?

This risk assessment identifies the key hazards associated with paving and surfacing works including;
  • Manual handling of paving materials — lifting and laying heavy slabs, kerb stones and blocks causing musculoskeletal disorders
  • Cutting paving materials generating silica dust — diamond disc and angle grinder cutting generating respirable crystalline silica causing silicosis
  • Vibrating compaction equipment — wacker plates and rollers causing HAVS and back injury
  • Working in public areas — paving works creating trip hazards and plant collision risks for members of the public

Each hazard includes an inherent risk rating ranging from Moderate to Substantial, and a comprehensive listing of applicable control measures covering areas such as;

  • Mechanical lifting aids (vacuum lifter, crane, layer) used for all heavy slabs and kerbs
  • Wet cutting used for all paving stone cutting with water suppression confirmed before starting
  • FFP3 respiratory protection worn for all cutting including wet cutting with dry cutting prohibited
  • HAVS and WBV risk assessments completed with low-vibration compaction equipment and job rotation
  • Work area physically segregated from pedestrian areas with alternative routes signed
  • Excavations and voids covered or guarded at the end of each shift

A residual risk rating is then assigned to each hazard, demonstrating how effective risk management reduces overall risk to a tolerable level.

A Professional, Easy-to-Use Risk Assessment Template

This document uses colour-coded header styles matched to risk ratings, making it quick to read and easy to communicate during toolbox talks and worker training. A built-in risk rating matrix supports consistent evaluation of likelihood and consequence, and hazard pictograms using internationally recognised ISO warning symbols are included alongside relevant hazard entries.
The result is a completed risk assessment that looks professional, reads clearly, and demonstrates a structured and effective approach to risk management.

Who Is This Risk Assessment Template Suitable For?

This paving and surfacing works risk assessment template is suitable for health and safety advisers, paving contractors, landscape contractors and any employer with a duty to assess risks associated with paving works under the Control of Vibration at Work Regulations 2005, the Control of Substances Hazardous to Health Regulations 2002 (COSHH) and the Construction (Design and Management) Regulations 2015. It can be implemented as a standalone document or as part of a broader occupational health and safety management system aligned with ISO 45001.

Note: This example risk assessment is supplied for use as guidance only and should be reviewed and completed by a competent person.
