Racking and Shelving Risk Assessment

This fully completed racking and shelving risk assessment example has been prepared by a qualified health and safety professional. It covers installation, use, inspection and maintenance of pallet racking, shelving and storage systems in warehouses, retail stores and storerooms, and can be used as a starting point when developing your own risk assessment documentation.

What Does This Racking and Shelving Risk Assessment Cover?

This risk assessment identifies the key hazards associated with racking and shelving including;
  • Racking collapse — overloaded, damaged or incorrectly installed racking collapsing onto operatives causing fatal crush injuries in a progressive domino failure
  • Falling loads from racking — poorly stacked, overhanging or unstable loads falling from racking onto operatives and pedestrians below
  • Forklift impact with racking — forklift colliding with racking uprights or beams during stacking or retrieval, causing structural damage and potential delayed collapse

Each hazard includes an inherent risk rating ranging from Moderate to Substantial, and a comprehensive listing of applicable control measures covering areas such as;

  • Racking designed and installed by a competent specialist with load notices displayed on all bays
  • Weekly inspection by a trained operative and annual inspection by a competent inspector with records maintained
  • Damaged uprights, beams or braces taken out of use immediately and the affected bay isolated
  • Loads stored within rated capacity with heavy loads on lower levels and no overhang permitted
  • Forklift impact protectors fitted to all aisle-end uprights with floor anchoring inspected regularly
  • All impacts reported and assessed for structural damage with inspector notified of significant impacts

A residual risk rating is then assigned to each hazard, demonstrating how effective risk management reduces overall risk to a tolerable level.

A Professional, Easy-to-Use Risk Assessment Template

This document uses colour-coded header styles matched to risk ratings, making it quick to read and easy to communicate during toolbox talks and worker training. A built-in risk rating matrix supports consistent evaluation of likelihood and consequence, and hazard pictograms using internationally recognised ISO warning symbols are included alongside relevant hazard entries.
The result is a completed risk assessment that looks professional, reads clearly, and demonstrates a structured and effective approach to risk management.

Who Is This Risk Assessment Template Suitable For?

This racking and shelving risk assessment template is suitable for health and safety advisers, warehouse managers, facilities managers and any employer with a duty to assess risks associated with racking and storage systems under the Provision and Use of Work Equipment Regulations 1998 (PUWER), the Workplace (Health, Safety and Welfare) Regulations 1992 and SEMA (Storage Equipment Manufacturers Association) codes of practice. It can be implemented as a standalone document or as part of a broader occupational health and safety management system aligned with ISO 45001.

Note: This example risk assessment is supplied for use as guidance only and should be reviewed and completed by a competent person.
