Update Details: The FORS toolkit and various associated files have been updated for the revised FORS 7.1 standard

The Fleet Operator Recognition Scheme (FORS) is an assessment scheme for fleet operators with assessment based on very wordy standard which is constantly updated with new  documentation requirements. The standard was updated to version 7 in 2024 and a new 7.1 version has been released and there is an overview of the changes here - https://www.fors-online.org.uk/cms/summary-of-changes-version-7/

 
We have now updated the FORS Toolkit in response to the changes which are summarised below;
 
FORS Manual V7.1
Summary of changes;
    • M1 & M6 - FORS requirements updated
    • V1 - Additional text detailing safety inspections to be completed by competent staff 
    • V2 - Reworded sentence to ‘any load restraint’ 
    • V.5.5 - Reworded from P2W to PLV and reference made to load documentation including delivery notes and method statements
    • V7 - Reference now made to DVSA Guide to maintaining roadworthiness  
    • D1 - Frequency table for licence checks updated - minimum duration for license checks is now 6 months (was 3 months) 
    • D4 - Reworded sentence to state that all mandatory learning to be completed by drivers as part of induction (the 10% tolerance for this has now been removed)
    • D5 - Manual requirement reworded 
    • D7 - Various updates to the overview of arrangements for managing fatigue and monitoring drivers hours and vehicle data
    • O4 - Added reference to drivers being trained on operated equipment for disabled access
    • 06 - FORS requirement updated
    • S2 - Added Total distance for each vehicle’ to list of data to be recorded
    • S4 -  Reworded procedure to; ‘In addition to the FORS Bronze requirement covered in O3 and Silver requirement S2 a declaration stating that a review with the insurance provider has been completed in the last 12 months will be provided to FORS to evidence this.’
    • S6 - Added sections covering vulnerable road user safety equipment and requirements regarding vision aids
    • S10 - Paragraph added to reference conducting a fleet review and what it will cover
    • G3 - Reworded sentence; ‘These targets will be set as objectives and reviewed during management review, with a record of the actions taken and an assessment of their impact.’
    • G7 - Renamed reference from Vehicle replacement plan’ to Fleet replacement plan’ 
    • G8 - Net-zero policy referenced
 
F-HS35 Driver Declaration & F-FORS2 Driver FORS Declaration - Combined - updated to reference the requirement to report driving infringements that occurred while working or when off duty. 
 
F-FORS5 Fleet-Replacement-Plan – renamed file from ‘Vehicle replacement plan’ to ‘Fleet replacement plan’ to align with updates FORS requirements
 
P-FORS-D6_Health-Eyesight-Policy – added content regarding reporting of mental health problems and any medical conditions that can affect ability to drive
 
P-FORS-V5_Load-Safety-Policy – added reference to include compliance with the manufacturers handbook and supporting documentation
 
P-FORS-V7_Tyre-Management-Policy – added reference to the DVSA Guide to maintaining roadworthiness
 
Stress policy and F-HS7-Stress_Audit form added to the toolkit (referenced in the P-FORS-D6_Health-Eyesight-Policy)
