Construction Design and Management Policy Procedure Template
The Construction Design and Management Policy Procedure is a Word template that sets out how a business manages health and safety on construction projects and carries out the duties of the role it holds on each one. It covers duty holders, checks before work starts, working as a contractor, principal contractor, designer, principal designer or client, the health and safety file, changes during a project, workers and records.
Only the sections for the roles held on a project apply to it, and the legal register and IMS1 hold the wider requirements and responsibilities. Title, File Location, Issue No, Issue Date, Controlled By and Approved By fields, an Amendment Record and a Business Use footer classification support document control.
What the Policy Covers
- Amendment record, summary, scope and applicability - the purpose of the procedure, the construction work it covers, and how only the sections for the roles held on a project apply
- Overview and duty holders - planning health and safety from design to handover, where the wider arrangements sit, and the role of each duty holder on a project
- Before work starts - confirming the role in writing, making the client aware of their duties, pre-construction information, appraising designers and sub-contractors, notification and planning
- Working as a contractor or principal contractor - risk assessments and method statements, site inductions, welfare, site security, the construction phase plan, coordinating contractors, emergency arrangements and site inspections
- Working as a designer or principal designer - the general principles of prevention, design risk assessments, residual risk information, design team meetings and preparing the health and safety file
- Working as a client - arranging and resourcing the project, appointing the principals in writing, providing information, notification and keeping the health and safety file
- Health and safety file and changes - what the health and safety file holds and who receives it, and reassessing risks and stopping work when a project changes
- Workers and records - worker duties, training talks with recorded attendance, and the records kept for the retention periods on the document register
Built for Each Construction Project Role
- A section for each role the business may hold, so only those that apply to a project are used
- The role on each project, and any principal appointment, confirmed in writing before work starts
- Designers and sub-contractors appraised for skills, knowledge, experience and organisational capability before appointment
- A site induction for everyone before they start on site, and regular site inspections that are recorded
- Changes to scope or design reassessed, with plans and method statements amended before the changed work starts
Who Needs a Construction Design and Management Policy Procedure?
Businesses that carry out, design or have construction work done for them, including building, refurbishment, maintenance, installation and demolition. It is used by contractors, designers and clients, and by the managers who run projects for them.
How the Policy Fits Together
Client awareness can be recorded on the F-HS22 Site Pre-Start, and appointed designers and sub-contractors are appraised on the F-HS16 Contractor Health and Safety Appraisal Form and listed on the ER3 Key Supplier Contractor Register. Work is planned on the F-HS29 Risk Assessment Method Statement or F-HS23 Method Statement Template, workers are inducted on the F-Q81 Site Worker Induction Form, and site emergency details and inspections go on the F-HS11 Site Safety Emergency Details Form and F-HS8 Site Safety Inspection. Training is tracked on the ER2 Staff Training Competency Matrix, legal requirements sit on the ER9 Legal Register and retention periods on the F-IMS20 Document Register.
Using the Policy
Edit the arrangements to match your own, such as the roles you usually hold on projects, who checks the competence of designers and sub-contractors, and how site inspections and meetings are recorded. Name the person responsible in the Controlled By field, give it top level approval and brief project managers and site workers.
